Each year one citizen is added to the list and one deleted. Citizens may be enrolled at birth, or when they receive citizenship if born as a slave or citizen of a foreign state, or if non-human, upon passing the Alien Sentience Test. After having been presumed dead or absent from the galaxy for an extended period, or after brain-renewal, refloating or copying, they may be re-enrolled, with or without a change in name and/or career aptitude and mindpower tests.
Citizens are removed from the list when they die, crystallize, lose their horse, disappear, or have been found guilty of serious crimes.
Only parents enrolled on the List are shown. Up to two parents are shown, although more than two individuals may make genetic contributions.
Offspring listed in mating flight history are those with a proven genetic connection to the parents listed, even if one or both parents did not ride in the mating flight, as when a genetic substitution was made, or when gene specs were sold, as Thermeon sold his when emperor; or stolen, as Puflet's were stolen when she was enslaved. "First Parent" indicates the parent credited with the mating flight victory.
Career aptitudes shown are those determined by the the Job Fair algorithm. Citizens may deviate from their optimal path.
The mindpower test measures a child's interest in and ability to manipulate a Deep-level object. It is not always accurate or accurately reported. A score of eight or nine supposedly indicates a mindsea. The score of seven shows some mindpowers are present. A score below seven means the child is Deep-blind.
